of Separation of Tibet and Fragmentation of China
—A Speech Drafted by a Man of Understanding for a Certain USA Congressman

Friends, Americans, and Congressmen,
Hear me, and be silent for minutes, on the great USA enterprises of separation of Tibet and fragmentation of China.
A nation-state is a potential rival to the US that is as strong as, or stronger than the US. A nation-state is a potential rival to the US that is rising and is likely to be as strong as, or stronger than the US.
It is the core mission of the US Congress, to warn the US government and the US people against such potential rivals to the US. It is the central mission of the US Congress to contribute to the detection, destruction and even deletion of such potential rivals to the US.
China is such a potential rival, and not only such a potential rival, but also the most influential and the most ambitious of such potential rivals. China is, to the US, the biggest potential rival, economic, political, and even military, no matter whether China intends to be or not..
China was a giant sleeping for hundreds of years, to the great happiness of the US. Unfortunately, China woke up, and was rising to economic power and political influence in the recent decades. Napoleon once warned, “When China wakes up, the whole world will be shaken!” Napoleon was right: the world should have let China sleep. China sleeping was no rival to the US, but unfortunately China woke up, and is rising and shaking the whole world, shaking the US and the nation-states in the arms of the US. China, as a giant rising from hundreds of years of sleep and a giant shaking the whole world, is the biggest potential rival to the US.
There should be no rival to the US, and there should be no potential rival to the US. There should be measures to prevent China from developing into a potential rival or a factual rival to the US, and therefore, first, there should be the US Congress measures and the US state measures to prevent China from developing into a nation-state of economic power and political influence.
It is necessary to take preventive measures, both complementary and central, to reduce the possibility of China developing into a nation-state of economic power and political influence and further into the biggest potential rival to the US.
The complimentary measures aim at degeneration of China. There are such complementary measures to be taken as, first, production of indulgences, that is, attraction of the younger Chinese generations to various forms of sensual pleasures such as food appetites and sexual experiences; second, stimulation of addictions, by which I mean transformation of the younger Chinese generations into addicts in such things as alcohol, gambling, video games and Internet games; third, destruction of intelligences, that is, dispossession of the younger Chinese generations of mental faculties apprehensive, rational and judicious, with brains-mining cartoons, melodramas and popular books; and fourth, deterioration of morality, by which I mean diversion of the younger Chinese generations from all accepted traditional values and norms of morality, such as equality, charity, responsibility and dignity.
And fragmentation of China is the objective of the central measures, by which I mean consistent, indefatigable, perseverant and repeated actions to disintegrate China, that is, to break off the island and the border provinces or districts, especially the districts populated by ethnic minorities, working them into small independent states, and if possible, then, to divide the remainder of China into many small independent states.
The first action taken to disintegrate China is the selection, cultivation and plantation of pro-US and anti-China politicians, or frankly speaking, puppet politicians, to struggle for separation of their respective provinces or districts from China.
Ch’en Shui-pian is a politician who well meets the US demands for separation of Taiwan, and actually Ch’en and his separatist party made every effort in the recent eight years. Yet, unfortunately, and to the great disappointment of the US Congress, Ch’en and his anti-China party lost the president election, and Ma Yingjeou and his integrationist party won. Therefore, I feel obliged to awaken my fellow Congressmen to the realization that there is little possibility of any actual advancement of the great US enterprise of separation of Taiwan under the Ma Yingjeou government, and that there should be alternative politicians and alternative Chinese provinces of districts for separation. There might be the ceasing of separation of Taiwan, but there should be no ceasing of the great US enterprise of fragmentation of China.
Tenzin Gyatso, the 14th Dalai Lama of Tibet is such an alternative politician, and Tibet is such an alternative Chinese district. The Dalai Lama and his followers, in March and April organized a succession of protests against China and of appeals for boycotting the 2008 Olympic Games in Beijing. Though, the Dalai Lama, since his exile after March 10, 1959, has not yet claimed to be a separatist, the March and April protests and appeals were conducted in completely separatist ways and for completely separatist aims. This brings a golden opportunity to the US to work the Dalai Lama into an explicit separatist, tactically, that is, not escalating the tensions between the US and China over the matter.
Last year, the US Congress awarded its highest civilian honor to the Dalai Lama, and on October 16, President Bush met privately with him for half an hour. The White House and the US media such as The New York Times presented the message “that Mr. Bush was receiving a spiritual leader, not a political one.” The reception of the Dalai Lama as a spiritual leader is a tactical reception, a reception that the Dalai Lama and his followers would interpret as the political patronage of the US.
The 14th Dalai Lama and his followers conducted a succession of protests against China in March and April, in completely separatist ways and for completely separatist aims, but on March 28, the Dalai Lama declared in “An Appeal to the Chinese People” that he had “no desire to seek Tibet’s separation.” “No desire to seek Tibet’s separation” means that the Dalai Lama is actually seeking retreat. The Dalai Lama is seeking retreat because, he does not find himself and his followers taken under the US wing, and because, he does not have confidence in Tibet’s separation without substantial political and military strength. Therefore, upon such an occasion, it is necessary that the US Congress provide more substantial encouragements and that the US government provide more substantial support, tactically both, of course, not escalating the tensions between the US and China over the matter.
With substantial support from the US, the Dalai Lama would certainly struggle for separation of Tibet, the great US enterprise of separation of Tibet from China. Successful separation of Tibet from China means something like a fifty-fourth state to the US, and something like a military base of the US on the roof of the world, with the Dalai Lama take under the US wing.
If the Dalai Lama refuses or hesitates to struggle for separation of Tibet from China and if there comes the ceasing of Tibet’s separation, the US will be force to select, cultivate and plant new alternative pro-US and anti-China politicians to struggle for separation of new alternative provinces or districts from China. That means a slow-down or even a cease of fragmentation of China.
There should be no ceasing of the great US enterprise of fragmentation of China. Friends, Americans, and Congressmen, we have to take the golden opportunity, and strive for the great US enterprises of separation of Tibet and fragmentation of China!
